Most of the negative reviews on this are composed of people complaining that these items are not pay to win. That's not what this pack is.
This pack used to be included for people who pre-ordered the game, and making it available for late-comers as a DLC is a luxury.
The items are designed to give you an early game boost only (level 10, or lower depending on your world tier).
Other than that, it's a cosmetic pack both for your armored vehicle as well as your personal appearance, as transmog.
If you expect pay to win you'll find more success in mobile games. Don't by this.
If you like the cosmetics or perhaps an early game boost, get this pack. Once again, this exists as content pack only to give late-comers a chance to get these items if they feel they missed out on the game launch.
I got mine via pre-order, but I think 7 bucks is a fair price, not exorbitant, considering the transmog mechanic. Your mileage may vary, but you know what you're getting.

All the items in this pack can now be sold or dismantled so its very useful for the mods alone. If you are playing on a high enough world tier early on to equip it before reaching level 10 it has some quality items compared to the poor damage and crit stats the starter weapons can do. The cosmetic items are considerably better looking than most of the legendary wear and it gives a nice perk to spruce up your truck and banners early. Some of my fully maxed characters are still wearing the levelled versions of this kit and I didn't regret the money spent on this or the full game. While connecting with friends is still sometimes an issue the game runs well overall and looks great. Its a pity people can't stop bashing it and just enjoy what for me has been a highly entertaining few hundred hours.

This pack is amazing. It can be re-rolled to become one of the strongest guns in the game. People that are reviewing this just thinks it is a useless gun after level 10. The mod that this gun comes with is insane for end game and can be paired up with other crazy mods when upgraded to Epic rarity. Look on YouTube to see how to re-roll this weapon and I'm sure you will not regret it. This is a staple (Assault Rifle) in my end game build and never get changed out for any other weapons including legendary weapons.

If you are looking to perfect your technomancer build the only gun useful here is the earthborn assault rifle, that you can switch variants on at the Dr. and it makes it a tactical 3shot burst which does more damage then any legandary gun i have tried with similar mods. you want the Bone Sharpnel in the first slot like it gives you and you would put either killing spree or dark sacrifice on the secondary mod after upping to 50 and making it a purple. as well when switch it from AR to TACT variant you need to make sure your damage number at lvl 10 is as close to 370 dmg so that you can get into the high 90k's once at 50. honestly 10 bucks for a weapon is alot, but will make your game more enjoyable since you can oneshot alot.
as well once you have collected one assault rifle, you can start an expedition, abandon it, go back to stash and pick up another lvl 10 ar. i would do this 5 times. then go to dr and make em tact, if no numbers near 370 i repeat the process and stash the useless ones. now you make a new character, go to stash with said new character, grab all you useless earthborn rifles and fill him up then log out and delete that character. boom you have you stash space back.

Don't let the uninformed misinformation spreading morons in the reviews fool you. The rewards are usable at level 10 but if they actually played the game longer then 10 minutes theyd know you can level up equipment with the crafter. The gear here will be better than most shit youll find as long as you level it up for quite awhile. Really though you're paying for the transmogs when the feature is actually in and the skin for your truck.

'Hell's Rangers Content pack' just seems to be some cosmetic skins for weapons, armor and your vehicle. While they do look spiffy they don't really add much of anything to the game. Get it if you want stuff to look slightly cooler. Get it if you want show support for the game. Get it if you can't stand a few extra bucks in your bank account. f@#$ there really needs to be a neutral vote here expressing complete indifference to a product.

I got this from preordering, but if you didn't I WOULD NOT advise buying it! I like some of the vehicle looks, and I really like the look of the weapons/armor... however you are unable to use any of the gear until level 10 and have basically out-leveled it by level 12. You are unable to break it down, sell it, I haven't even found a way to delete it... If there was a system that aloud you to transmogrify your weapons and gear then I might go for it, cause i'm all about how my characters look. As it stands it's really just not worth your money.

you can get rid of these quickly useless items (each character you make gets them) by making a new character and taking them out of your stash then delete the character and bam! 10 more stash/inventory spots

Got it for free, still not worth.
Any truck cosmetic is a joke as all it does is show up in some cut scenes and sit in a single place in all areas. The weapons and armor are quickly made useless with how the games progression works.
Don't pay 7 dollars for a truck skin and some low level gear.

So I saw my friend made a review of this and I am deciding to follow suit. I received this DLC for free on account of pre-ordering the game and the equipment, for what it's worth, isn't bad. You are able to upgrade your gear in this game so it basically rewards you for putting love and care into your equipment instead of letting it rot in your back pocket. Nowhere can this be seen better than with the gear from this DLC. Each piece of gear has a unique skill that may not be better than some of the normal skills depending on your playstyle, but can be pretty useful in their own right. Not only can you upgrade this gear to put it on par with the gear you'll be finding, you can upgrade your gears rarity which boosts their stats to mach.
All in all, despite what people say, I think this pack is genuinely worth it if you're willing to put some time and effort into making your gear as best as you can. Just because it starts out weak comparatively doesn't make it worthless. It's like throwing out a perfectly good hand dryer just because you've got a regular dryer to match rather than saving it for a rainy day.

Some people said they never got their set. You need to go to storage and inbox. Sometimes you need to be level 10, sometimes you don't. And if your inbox isn't appearing when you're in the storage, try leaving to lobby and coming back. That fixed it for me.
Another thing I've run into is that I've obtained multiple pieces of the hells ranger set (specifically two sets not including the initial one) when I should only be getting one. Now, I won't complain about this despite it taking up inventory space when it doesn't have to because that means I have more chances to try out different builds with the equipment, I will concede to the annoyance of not being able to dismantle them. The items have a lock next to them, and there is no way to turn it off like I assumed there would be. In other words, they are basically permanently taking up storage space.
Again, I don't mind that personally, but I thought you people still on the fence would like to know.
EDIT #2 to my review:
To the people saying you can only redeem it on one character, I'm playing on a secondary character right now. Not only did I get a third damn set (again, not counting the initial set), but I also found that my stash is shared between characters. So even if I didn't get another set, I could just shove my initial set into my storage and pick it up on my alt. not trying to be antagonistic, but have you tried that? Comments are enabled so please, tell me.

This should really be called "Hell's Rangers Supporter Pack"
The gear you get from it is fine, but only usable for a few levels.
The truck appearance stuff is nice. Probably not worth $7 though.
The marketing should change to be like what Deep Rock Galactic does for their DLC.

defnitely do not buy this. you cant use the gear until lvl 10, but by then you mostly likely have many pieces better than this shit. The guns are not unique besides being named, they are the same as the other common weapon blueprints you get. No one in the world should have this unless they pre ordered. This is one of the dumbest and most pointless bullshit dlcs ive ever seen

Buggy DLC is only redeemable on ONE character on your account, and for some reason, it seems to choose that character at random. I was not able to redeem the items on my main, and only discovered that they were sitting in the inbox of my 3rd alt that I made during the demo.
They are all level 10 generic items. These are barely worth being free (which I got from pre-ordering), but not worth purchasing as separate DLC.

having a lot of fun in this game, its easy to pick up and feels like a mixture of destiny, gears of war and the division HOWEVER i've had the game less than 24 hours and had it randomly close or crash on me roughly 5 times. its very frustrating to be mid fight and the screen goes black or something about the game glitches and it crashes.

"unique" weapons are lvl 10 blue items. U can't upgrade them to legendary. U can't use them as a skin.
(also your character can be deleted at random events if u get lucky)

Pre-order [b]DLC[/b]. End of the story. You know how it is about those. They give you some random skins, guns and other crap and it's supposed to make you pay the full price without even seeing the actual game. Sometimes, this kind of [b]DLC[/b] end up being useful. For example, in [b]Arkane Studios[/b]' [b]PREY[/b], pre-order [b]DLC[/b] ended up being one heck of a life savior. Sure, it broke early game balance completely, but... it was useful. Most of the time, though, it's a totally different story. And here's a nice example.
Long story short, what we've got ourselves here is a bunch of level [b]10[/b] gear (guns and armor), plus truck skin (AKA mods, since in [b]OUTRIDERS[/b] you can customize your truck's look part by part). That's pretty much it. Naturally, with [b]OUTRIDERS[/b] being a looter shooter game, all the guns and armor become useless soon after you'll be able to equip them (you level pretty fast in [b]OUTRIDERS[/b], while right after you get the new level, you begin to get way better gear), while truck skin... Well, it's OK (arguably the best-looking skin in the entire game), but naturally, it doesn't worth paying [b]$6.99[/b] for it.
If you have [b]OCD[/b] like yours truly, you'll probably feel good about [b]People Can Fly[/b] letting us buy this one as a regular [b]DLC[/b] past the release (yes, I'm one of those people who must have every bloody [b]DLC[/b] out there, even if that [b]DLC[/b] is a bunch of useless crap), but if you're expecting some real deal here? Well, don't. [b]Hell’s Rangers Content Pack[/b] is one of those things that you either get as a free bonus, or ignore entirely. Just because there's literally nothing here to make an impact on your experience in the game. Dixi.

DO NOT WASTE YOUR MONEY ON THIS DLC.
I regret pre ordering this game and now I'm stuck with 20 less slots in my stach because the game replicated all the shit tier weapons and we cannot scrap them. There's also no point in upgrading them as the highest they can go is purp quality and will be outclassed by almost any other gun you can find.

This isn't worth it. Yes you can update this gear and keep it forever but the part that kicks me in the nuts is the fact I can't delete these items and they hog up tons of stash space. If they can fix this... I would be more inclined to give this a thumbs up. Are you getting this free? Sure then whatever... Paying for this? Don't do it. I promise you, you will regret this.

Got it for free with the pre-order. Free is about the right value for this.
Do not buy this pack.
You get 1 of each weapon (11 total) and a full outfit.
You will outlevel and replace the gear in about 30 minutes. And as it can not be scrapped or sold, it will forever take up valuable space in your limited stash.
You could level up the gear as you go, but that would require a stupid amount of resources you don't have at those levels, and you will want to save those resources for items that are actually worth it.

I did receive these pre-order, so will not pretend I paid for them. Are they worth $7 (I think that is what folks are saying they paid)? if you are a collector/100%er, then yes. If you like to use all of the game mechanics to manipulate/upgrade/cater weapons and armor to your specific play style, then double yes. If you like everything pre-built and ready to kick butt, then no, this is not the DLC for you.
Like others have mentioned, if you take the time to upgrade and choose your restats wisely, you can have some very effective weaponry from this set. But it does take time and study.
For those that are complaining that the items take space in your inventory, there is an easy fix.... Create a throwaway char, put all the items on them, then delete the char. Problem solved.

I purchased this content pack for the sole purpose of the Earthborn AR. Unfortunately, they patched the ability to re-roll the dmg when you change variants so the gun at level 50 will always be 85k. Basically making this content pack completely worthless. Very disappointing!

The Hell's Rangers content pack is okay. Nothing wild or overpowered; by the time you can equip any of it, you'll probably have a few pieces that are clearly better from chests and enemies. That said, if you really want to use them for a while, upgrading is certainly possible (though I'd stick to one or two pieces you particularly want, given the expense). Off of the top of my head, given that you can't collect leveled versions of these items anywhere in the course of play, it'd be nice if they were a bit cheaper to upgrade than the regular stuff.

While the armour and weapons do have a cool look to them, They easily are replaced by the time you can use them and They can not be dismantled meaning to delete them you have to create a character, pull the items from your stash and then delete the character. The only thing good about the pack is the Truck stuff since it looks pretty good but not worth the price. Even though it's a cheap piece of DLC still doesn't feel worth the price. Only buy if you like the truck and don't care about the weapons. (I pre-ordered so no money wasted for me.

By the time your character can use the Hell's Ranger gear it will be completely 100% useless. You're required to be level 10 but with your world tier you will be able to wear higher and better craftable gear. You cannot sell or break down the Hell's Rangers gear and the existing mods do not synergize with your build. Stay away, do not buy, waste of money. If you got it for free with preorder it's just a waste of space, keep the items in the inbox.

The gear looks fine, but its not practical to use.
You get access to it around lvl 10 but the problem is that the world level at this time will let you use items 3-4 lvl above your character level. In effect you may have more useful items already. It’s true you can level up equipment but it uses so much resources that it’s not worth it or even close to impossible.
For example you can disassemble unwanted item which give you around 50 resources and you need around 300 to raise item one level. That give you a choice to use that new item that just dropped and just mod it ability, or disassemble 6 items to add one level to item you already use.
To mod items you need workshop. I got access to it at the time when I could use 15lvl gear. To level all pieces of armor to that level (from 10 to 15) I would need something like 7500 leather then at the time I got 1500. And seriously, the armor does not look that spectacular to invest so much resources in it.
Thou if you like one of those weapons then leveling it up should not be too painful.
As DLC its design make it not useful.

Vehicle cosmetic is just... cosmetic... I though we are gonna use it in some campaign or something but it's not... it's purely cosmetic
The biggest letdown is the equipment... it looks bad... stats is bad... you can't dismantle or sell them... it will clutter your inventory or stash space if you ever take it

- Not worth buying , all the gears / guns are lv 10 . When you get to equip them , you'll most likely replace them with other better level gears in around 30 mins - 1 hours .
- Not worth upgrade , since resources in this game are incredibly scarce . Also it gonna took you a lot of time to upgrade every single DLC gears to your current level so don't bother.
- Lastly , all DLC stuff are pernamently locked so u can't dismantle them for their sweet gears tier III mod .
- The only thing in this DLC pack are worth mentioning is the truck decoration, which look quite badass . ( but ..... not really important because you can't drive truck or any vehicle in this game lmao )
=> Summary : If you got this DLC pack as a pre-order bonus , grats. If not , ignore it.

The pack isn't bad. It's not necessary, and, honestly, I don't think the cosmetics look that good, but it's certainly not [i]bad[/i].
For $7 you get a decoration for every slot on your in-game vehicle. You also get a set of armor and weapons on [i]each[/i] character. Additionally, even though I can't find this anywhere on this Steam page, you also gain a unique cosmetic flagpole to show off your banner.
The vehicle cosmetics are sorta neat. They fit an infernal Cerberus sorta style, as you can probably tell already. Importantly, this isn't a "costume" like you might expect in other games; you get a collection of pieces. You can mix and match pieces with other vehicle sets as you see fit.
The flagpole matches the same theme as the vehicle. It's also a Legendary quality one, meaning you can include trims around your banners (important for those of you playing the [i]true[/i] endgame: looking good).
The outfits and weapons are rather unique, and they take some explanation. The gear is found in the storage vault of [i]each[/i] character. This is critical to note for 2 reasons: you don't need to pick which character you pull them out on, and putting them back in the vault after you claim them will cost you account-wide vault space. The gear is provided to you at level 10, meaning you at least need to be a level 8 to get it (on World Tier 5). Statwise, it's okay. It'll be replaced early, but it's a good boost to each of your characters so you can fill in any gaps you missed in Chapter 1. The weapons and armor are rare (blue) quality and each come with Tier 2-3 mods. However, [u]you cannot dismantle/destroy the gear you obtain from this pack[/u], meaning you are at no risk of losing them, but you also cannot buy this pack just to dismantle the gear and get free higher level perks unlocked.
At $7 you get a decent deal. Your new characters get a boost of indestructible gear start at (around) level 8, and you can always improve them all the way to the endgame. You also get a set of pieces you can use to customize your vehicle and banner. It probably won't be worth buying if you aren't invested in the game or if you don't like the theme these cosmetics are going for, but you'll definitely find value in the pack if you [i]are[/i] invested in either of those things.

yes the first few days were frustrating,..... that being said the game is super fun and excited to see what the future of outriders has in store... to many people are quick to judge and what people can fly has accomplished is an amazing and fun game to play . keep up the hard work

Not necessary, but fun to have.
You literally get an undeletable amount of starter guns where only one weapon (burst fire assault rifle) is good and should be upgraded if you have the good draw.
If not you will have to create a new character, move the guns there, delete the character and start over with the initial charater to have a new draw.
You also get new skins for your vehicle.

Cool stuff, cosmetic, the transmog business lets you wear it throughout the game. Although you may find armour you prefer, but if you like the style or certain parts and have money to spare and enjoy the game then why not. If it's on offer then that's the best time to get it

Luckily this was a pre-order bonus but it is a waist of money! The gear becomes useless by the time you can even equip them. Plus, you can't sell or dismantle them so they're taking up space in you stash. The stuff for the car is cool but that's about it.

The game itself is still a toss-up. If the devs step up and fix most of the glaring issues, then it should be a pretty dang good looty shooty game. Until then, I'd pass on the base game.
As far as the "Hell's Rangers Content Pack" please hard pass out of this DLC. It's a handful of trash gear that just eats up space in either your inventory or your storage, and a couple of decorative bits to glue on your car. The gear itself comes locked so you can't sell or dismantle it, which is insulting because you can't even lock your own gear.
As others have mentioned, I feel like this sucked for free - the fact that they now want to charge for it is pretty shitty.

This "content pack" is completely stupid, by the time you can use it, you have better gear equipped. But it makes sense given the game is absolute trash to begin with.
Seriously, save your money, dont buy this trash, at least not until the developer publicly apologizes for how garbage it is *and* actually fixes it to at least be playable, even if it would still be a trash division nockoff that was probably made over the course of a week.

So it was time to change this to positive. Yea the game had a rocky launch and I haven't tried the new large update yet. However my biggest complaint with this DLC was that you couldn't use 95% of the content without being at a disadvantage, but now there is a transmog system that negates this.

Frequently Freezes, Cannot cross play with my friend PC<->Stadia. Constant ticking sound in audio sometimes. One person logged in and was naked w/o gear. Otherwise, one of the best games I plauyed in a long time.

Once you outlevel this gear, I'd suggest making an alt, and pulling all these items into their inventory, so you don't have the minus stash space forever. Having a 'bank' alt is a temporary workaround until they let us dismantle these DLC items. I need the stash space more than the 6th character slot anyways...

I did get the DLC with the pre-order, but I do not like the fact that they only allowed me to get the items on only one of my characters made during the trial, and I did not get to pick which one.
They should fix the DLC for all my characters or at least let me pick which character I want the items on.
Edit: If you open the DLC pack and you place the items in the stash, any of your characters can then get to the gear from the stash.
