TL;DR: Recommended only if you own DLCs that give more units for this faction
This faction starts off extremely weak but eventually becomes more average by the mid-game. The goal is thus to survive until the mid-game, but unfortunately that can easily mean having trouble catching up.
Their cities have a gimmick where they're better if you only build one of each building. It seems to be fairly agreed upon that that gimmick needs to either be reworked or removed, since unit production suffers greatly if one tries to actually work around it.
Tau in this game are bad at melee but without having particularly good range, and terrain can restrict their ranged capabilities even further. To compensate, it is possible to recruit neutral Kroot Hounds and Vespid Stingers, but both of those are fairly squishy and their recruitment is limited by the neutral spawns. By the mid-game those neutrals become less needed thankfully.
With the right DLCs, Tau gain access to options that reduce a lot of their weaknesses, more than other factions (except maybe Dark Eldar). I will literally never play this faction again without unit DLCs since the early game is downright painful instead of only being weak, and would not recommend buying this without owning those.
I really, really wish I could give a mixed review, but I can't and I suppose I'm closer to "don't buy this" than to "buy this" ?
