This is the last expansion that added new mechanics, and for good reason. While Leviathan may have been broken at launch, there are a number of solid mechanics and mission trees that make it worth getting. Monuments give you additional incentive to beeline towards certain provinces, and they give you a nice ducat sink for the mid to late game. Concentrating development lets you core areas for cheaper, and currying favors makes alliances more useful. Some mechanics are still bad (cough cough carpet siege) but the monument system alone adds a ton of flavor while concentrating development is a feature you will be using every run

"Why is this DLC rated so badly?" - Came out broken and half-baked - Literally BROKE the game on its release (those versions were quite the fever dream ngl very funny) - Made colonising much more tedious than it already was - It took a few months for the game to be returned to a "normal" state Should you buy it? - For additional features for mods, yeah (native mechanics overhaul + monuments) - For the mission trees... maybe? (Who plays in SE Asia in a game named "EUROPA universalis") - For the mechanics... maybe? (I don't like the fact these mechanics are locked behind a paywall but I bought it anyway) :/ I'm only recommending it for how monumental (no pun intended) this mod has been for mod features namely in Anbennar. For the content provided in the normal game however it somewhat lacking compared to the future DLC (which had released in much better states).
